I understand the words, but not the combination, what does "adolescent-arctic" mean, especially in combination with monkeys?

sorry i may of not made it clear but "fluorescent adolescent" is the song and the "arctic monkeys" is the band who made it.

yes fluorescent adolescent arctic monkeys does actually make sentence if you read it as a whole it would mean "glowing teenaged monkeys that come from the arctic"...

A Perfect Circle - "The Noose"

(Best band out there, personal opinion but if you haven't heard the lyrical genius that is Maynard I suggest you look up this band, and listen. Very calming, very soothing, and all around amazing)
