It's largely been number 3, for South Korea to decide and foot the bill. Actually it's been both South Korea and China who have been deciding and footing the bill.
Unfortunately for us, the North Koreans have played their game too well.
But like I said, most options have been exhausted but a limited strike just might work.

I've been here a while.
It's a pretty bad situation no matter how you look at it.
The prospect of having at least 100,000 South Korean civilian deaths in the first 24 hours alone means that if there's going to be a war, there better be a real good reason for it.
The whole "I'm getting tired of North Korean blah blah" doesn't quite cut it.
If North Korea started selling nuclear weapons to terrorists, that would probably be a scenario where war would be very difficult to avoid.
