Why should Iran bother with the EU. They dismiss the EU as an irrelevance. Politically, it will be theirs before too long and it doesn't punch its weight anyway. If Iran refuses to accept all offers of ready made supplies of domestic use uranium, what conclusions can be drawn? What they want is more slow dragging conferences on the subject, winning them the little more time they need.
